IIRC, that's why the measure failed in MI. The pols worked a deal with 5 (?) suppliers and locked everyone else out.
That's exactly what was tried in Ohio too, I think two years ago. Dedicated growing plots to only a handful or two, already decided on specific lots for specific investors. It was rejected, rightfully, though I think I may have voted for it at the time. Now we have medical, a system that's slowly getting spun up, and licensing still isn't all that great but far better than the ballot issue. Unfortunately this one was rammed through our State congress so that the government could get out ahead and control it how they want, not waiting until some ballot issues got passed that would have had different policies. Hopefully though we aren't far behind on legalization. Not sure if any group will put forward a ballot issue for recreational legalization in the next few years, they may be waiting until this system gets off the ground so they may add on to it properly.
Curious if the state, if they preempt the ballots again, would go the "grow your own" route for recreational decriminalization, or not do anything until a ballot issue passes for recreational. In this state, I suspect the latter, it's too Red at the state level.
