Not if they make noise or go into the air.
But our close proximity to Wyoming (where everything is legal) means no one cares and the cops only have enough power to enforce around the major areas.
Also, flare guns don't count as fireworks
Some of the best 4th of Julys we ever had was when we lived in Wyoming. My kids still talk about shooting of rockets and such in 6" of fresh snow...and it was snowing like crazy at the time...Rockets would shoot into the air, then POOF a bright colored flash in the falling snow. Couldn't really see the explosion, just the sudden burst of color in the sky.
We went to Monterey a few years back for the 4th. Watched fireworks in the incoming fog. Very similar effect...
The county where I live hasn't banned "safe & sane" fireworks...yet, but it's coming. all the counties around us already have.
Drove down to the local "A" league baseball park last night for fireworks after the game. Not bad...Tonight, the local Jaycees are putting on a laser-light show in lieu of real fireworks.
I think we'll go to one of the surrounding towns and watch their aerial display instead.
