Instant-on radar is used all the time--has been almost as long as radar detectors have been on the market. (What's it been, since the 60s or early 70s?)
And lasers are indeed in frequent use. I think it's safe to say that most traffic cops in my state now have both radar units (including many rear facing radars) and lasers. Lasers haven't been developed to the point where they're usable from a moving car, so they have laser guns for when they're stationary, and radars for when they're moving.
