I find the narrative confusing. Did the daughter buy penguin's services? Was penguin actually a pimp and the daughter a prostitute? Were the both prostitutes together? Historically, the mafia ran prostitution rings, so shouldn't some of the blame be on the mafia really? It's confusing.

We are all prostitutes. The gangster boss' daughter has had relations with all of us. The gangster boss doesn't like that, so he has decided to murder the entire town.

Clarification:

In this world, the townies are all prostitutes. They have no boss. They are self-employed.

The Mafia runs the Anti-Prostitution ring, and is in the business of manufacturing and selling a potent hallucinogenic drug called P-Dust which they sell to the townies in an attempt to keep them so high they will not solicit their goods.

The daughter was a whore, not a prostitute. Penguin, and some members of the town, slept with her free of charge because she is hot. The Gangster Boss did not like this. Now he is out to kill them.
