If the Penguin's count is right, Drum would need one more vote to match dixy's 4.

I think that is an odd statement. Literally anyone who wants to can break the tie, just by changing a single vote.

I thought char and elfenix thought a 3-way was a good idea. I guess I could change my vote to break the tie, but who should I switch to?
