That only affects the grouping system, where multiple windows of the same program can be grouped into a single taskbar icon. I think he's looking for a way to arrange different programs in a certain order on the taskbar, like:
Start | mIRC | Internet Explorer | AIM | Outlook
moved around so it's:
Start | mIRC | Outlook | AIM | Internet Explorer
As far as I know there's no utility that can do that specifically. It's always been a complaint of mine, too. Getting things in an order that's easy for you to remember, then having a program crash so they're out of order until you close everything and reopen it.
You might look for programs designed to remove the taskbar icon entirely and display a system tray icon (or a single icon that you click to bring up a list of the open programs). If the program can be used to hide all the icons, then you can restore their taskbar icons in the order you want, it'd give the result you want, just not as easily as you'd hope.
