Not really. The computer can see all 4 GB, but 32-bit OS's can only address up to 3.5 GB. There's some debate as towards whether the remainder can be utilized by programs or set aside for video buffers, as well as the /3GB switch
There's no "debate" and the OS "seeing" has nothing to do with this. The BIOS handles memory addressing then lets the OS know what is available to it via memory map. The /3GB switch has nothing to do with DRAM addressing.

Have you formatted the floppy first?
You will most likely need 2 floppy's, one with the boot up menu and another with the Flashtool and Bios.

Yes thats correct, you may need to select boot up from usb in bios first.

omg how come my floopy dun work.. so frustrating

Try here for a variety of ways of formatting your USB drive as a DOS boot device. Once formatted, you need to copy or decompress the BIOS files over to it. Best to boot with no drivers at all, so do not try to add any. If you use a non-English keyboard, you can safely install a DOS driver for that; it will not interfere with the flashing process.

Follow Mr. Vain's advice and use the F11 key to choose the USB drive at boot time.

I would recommend you speak to a local PC shop, however, as all this seems a bit too new to you and BIOS flashing, though simple, has its ways of messing up your board if you're not careful.

i'm interested in upgrading my cpu (have e6600 right now) on 4coredual-sata2

thinking of e8400, first thing i notice is that it's fsb is 1333mhz, so it will underclock the fsb right off the bat
i'm wondering if this cpu even works

None of the PT880 boards supports CPUs with a base FSB of 333MHz.

does bios 3.19a support 5770 card?

I don’t think so, it looks like the 4890 was the last one added to the bios.
