ASROCK DUAL SATA2 Wont Boot Help PLZ

I just got an asrock dual sata2 board but whem i come to boot all that happens is the fans spin for bout half a sec and then it all stops. I have no idea whats wrong. Im 95% sure ive plugged everything in right. Help plz

The brief spinup of the fans is what normally happens when you first apply power to the board (by turning on the PSU switch in my case, also reported by others) before turning on the system with the power switch. From your description I assume that your system is not even getting to the post screen. Is this happening every time you press the power switch?

I suggest that while testing you remove all the extra stuff you've attached - the HDD's and DVD's, the sound card and one of your memory sticks. It's much easier to eliminate trouble if you can narrow down the list of potential suspects. Go back and make 100% sure that you've plugged everything in right and that the CPU cooler is properly mounted and plugged in. I find it easier to do this initial testing out of the case. Then, after you know the board will post, you can install your boot drive and 1 DVD and load your os from there. Then you can add all your other devices.

I once spent about 2 hours wondering why I couldn't get a system to turn on. Turns out, i had the power button and reset button plugged in the wrong place on the motherboard headers. I agree with BlackPear1 about the spinup of the fans and to only have the minimum amount of hardware installed. Are all of your parts new or known to be working?

Edit: I'm also going to be using this MB and an Opteron 144. I know that one of the latest BIOS updates is to support the Opteron 144. I figured it would POST and possibly ID the proc wrong until i updated the BIOS. Maybe your board has a BIOS that doesn't recognize your CPU, although I would hope it would still POST.
