Asus m32cd-b09 Desktop slow

Ok, about a month ago, I bought this Asus m32cd-b09. I can't seem to put my finger on what is slow, but it just feels laggy. Things just seem to take the extra second or so to launch. Web browsing is slow. Scrolling in the web browser is extremely jumpy. The specs of this computer, it should fly.

I upgraded the hard drive immediately (basically voiding the warranty because the case is sealed)
but I put in a 1 TB SSD drive.

It has 12 GB RAM
i7 6700
Today, I changed the network from wireless to wired to the router.

I changed my performance setting from "let the computer decide" to "best performance."

I just went in the bios and changed it from non-turbo to turbo mode for the processor. I also changed power settings in windows from balanced to performance.

I watch my resources closely and none of the main resources ever get close to maxing out. The specs of this PC, in my opinion are stellar and this PC should be lightening fast, at least for basic navigating the PC and browsing the web....

I just googled for ideas and found one website that stated to make sure you plug your hard drive into a 6 GB/s SATA port instead of a 3 GB/s SATA port. I just opened my case and looked. All I have are 6 GB/s SATA ports. (Even though I am plugged into the same exact SATA port the factory drive was plugged into.)

Also, after trying the setup above for about a month and it not improving, I reloaded my OS from Windows 10 to Ubuntu 16. It's just as laggy. So, it tells me it's something with this PC. But the specs are too good for me to just say the PC is hopeless. The only thing I can think the CPU is almost top notch. It could use a little more memory but with the SSD, if it falls to virtual memory, the hard drive shouldn't be much slower. The only piece that makes sense to me to swap out is the motherboard. To me, it's the only unknown that might be subpar.

A few weeks ago, I sold my Lenovo Y70 laptop to basically use the money to buy this. One that PC did have a few annoying issues with it. But the performance of that laptop was way better than this PC. Laptops usually aren't as good as a full desktop performance wise (comparing like hardware).

How much RAM do you have allocated to graphics? Sounds like it's not enough.

Maybe it's faulty hardware :s. It seems unlikely, since you haven't mentioned any bluescreens/crashes, though.
What SSD are you using?
have you tried running SMART to see if the ssd & hdd are ok?
could you run CPU-Z and GPU-Z and post some screenshots to an imagehost (ie imgur/flickr/photobucket) and link it to here?

I doubt it's a temperature issue, but have you checked how hot the cpu/igpu are running? maybe the HSF is making poor contact or something.
speedfan also has a SMART diagnostic tool if you want something that monitors temperatures and provides a simple hdd diagnostic readout.

Ok, I ordered a GeForce GTX750TI PCI-E video card with 2 GB of memory and it seems to be a night and day difference at just simple things like using Windows and browsing the web. The PC is now quick and responsive. I've only been using the PC for about an hour since putting it in, but I think that was the problem. I can't believe the manufacturer would put an onboard video card that can't even handle Windows 10 OS with good response.

The main problem the manufacturer made was dedicating such a small amount of memory to the CPU's onboard video. The dedicated video card, of course, has faster memory, will allow your CPU to run cooler, and give you better gaming performance. So I am glad you were able to find something that works for you.
