OK, I've about finished.
I'm running with the Antec 550 which did stabilize the voltage.
Here is a brief synopsis of what I am running:
CPU Pentium IV 1.6A running with FSB 160MHz RAM (Corsair 512MB XMS3000C2) is running at 320DDR with 2225 timings. CPU Vcore is 1.8volts.
Graphics Card is a PNY Ti4400 O/C. Processor 300MHz and RAM at 620MHz. Power supply is an Antec Truepower 550. Stock CPU HSF with Artice SIlver 3.
The system speaker beeps continuosly at a vcore of 1.7 volts or higher so it is now ben unplugged. Other than that everything is very stable.
Temps. MB 29, CPU 30 idle. Under load MB 31, CPU 51.
I got a 3DMark2001SE of 11711 which isn't too shabby. If I had a Ti4600 card O/Ced I'll bet I'ld get the 12K range easy.

The ASUS P4B533-E I am using is a sweet stable board. The main complaints at this point are the lack of 3:4 and 4:5 memory timings and that strange beeping that won't stop. The beeping seems to be a MB alarm for the voltage that can't be turned off.
I was able to run at 163FSB but backed down a bit.
Not Thugsrook heights but I'm satisfied.
