You'll get doubled resources back from the building and they may also unlock some special ability.
That's not entirely true. You'll get a 50% + (Follower_Level - 90) * 5% chance to gain an extra item from your work order.
Also, until 6.1, a follower only has to be in the building when you pick up the work orders to gain the benefit. In the 6.1 PTR patch notes, it states that the game will check every 4 hours as to whether you get the benefit.
Once you hit 100 you'll get a really simple quest to level your garrison to Lvl 3. Assuming you have the resources you pretty much just hit the upgrade button and Bam! Quest complete and Level 3 garrison. That will give you more plots to build on.

Which still means at 100 it's always doubled.
I've got one of those 651 weapons from followers. All the weapons I've received though have been staves, no one handed and no off hands. Kinda sucks like that.
also depends on stats 1h + OH may give you a better stat distro based on class
T5 is my favorite warlock set, i really hate the looks of anything past TBC, it's like they fired all of their designers, my warrior will rock t1 or t6, hunter is always on t1, druid will be on t4 and rogue on t2
