It's not just you. I just bought the same exact CPU (retail too). It was louder than the older heatsink fan they used on the T-Bird 1.4 I had prior to this.
I got so annoyed, I ordered a new "quieter" one. (was the GC68 ....from SVCcompucycle.....not the best fan for overclocking, but MUCH quieter!)
Well you could use a rheostat or any type of variable switch to change the speed. However you may want to get a larger fan at a slower rpm and mod it to fit on the heatsink or even buy a better hsf and use that.
