There is a possibility that the ATM is not owned/operated by a bank. What are they supposed to go to the police station and hope they have change?
Are they supposed to leave the 20 under a rock next to the machine?

There are a couple around here that spit out $10's but I've never seen one that does $5's either.

Are you serious. Ever heard of an after hours deposit box? What about walking into the bank and speaking to someone.

Oh well, I'm sure people will disagree with me, but IMO, it should be the responsibility of the bank to properly maintain the ATM, and it should be their responsibility to make sure it could not be tampered with, and before I run out of breath, it should be their responsibility to monitor the ATM.
