Man, you have a video card slower than a TNT2 and you dare to shoot GTA3 on it. That's brave
Your only way to get better FPS is to upgrade to at least a GF2 GTS, GF3 if you can.

I disabled trails, frame synch, the limiter, as well as Dynamic Acoustic Modeling.
Even playing on the lowest resolution at 16bit I get slow down.
You are suffering from a double whammy in that the game does not seem to like Radeons or AMD CPUs. This is definitely a bummer and hopefully they will implement a patch. I very nearly bought a 1900+ myself recently and at the last minute decided to go with a P4 - dumb luck pays off!
