I'd like to note that disabling trails may not be the best option. There is a definite increase in speed (however small), but for me, the trails greatly increased the visual qualities of the game. It looks like FSAA almost (v5 style) and the colors are more vibriant, the movements more lifelike. IMHO, it's worth it to leave the setting enabled unless the game is unplayable otherwise.
That WinXP patch really worked wonders for me. Before I installed the patch I could only run 800X600x32 with no trails/subtitles/draw distance halfway down. Post-patch I can run at 1024X768x32, I haven't tried turning up the draw distance, or turning on the trails yet. I figure I'm pushing my luck as it is with my trusty old Tbird 850/512mb SDRAM/Geforce2 Pro 64MB This is the first game that really burdens my system, up until now I thought getting an AMD XP1900 wouldn't yield that great of a performance gain, but now I'm having second thoughts.....
One good thing is that I haven't had a crash from GTA3 yet <knocking on wood>
