I think this is one of the more legitimate auctions of this type. Most of the time the "you are getting the box only" or the "packaging materials only" is in a small part of the body filled with other crap. This one even described the 'box' in the title as well.

If this was the gov't doing something like this then people would be crying foul. It may seem absurd to nearly everyone here that anyone would fall for this, but most people here are more tech savvy than your average consumer. I can see where someone might simply overlook the "box" part or simply think it's terminology for the iBook by itself with no cables (which is the intent of the part about no cables or software).
