Your logic is right, but I don't have a stability problem. I want 2 things on V2:
1. working Sleep mode with Bclck >=195
2. Enable Turbo while Speedstep is disabled
Asus is not updating BIOS to address this SM issue while other MB manufacturers are working towards correcting it with newer BIOS.
They have addressed this SM issue on the P6T and the P6T deluxe

The P6T has had 5 bioses and the P6T deluxe has had 8 bioses. The V2 has only 2 but remember the V2 was released later than the others so i'm sure you will get the bios update soon for this issue.
The other issue might not be able to be done, it might be an Intel spec thing. I dont know if other board makers have done it but anyway you might do what i did and leave speedstep enabled in the bios and turn it off in the OS power options. That way the speedstep is effectively disabled with turbo on.
Theres a problem having turbo on at high overclocks (around 200 Bclck) but i'm sure its the same with other brands of motherboard.
Anyway your board is very new and i'm sure there are bios updates to come.
