I'm in LA too, and I just got off the phone with SBC/PacBell/Yahoo DSL, whatever they're called now. I have a static IP and I got the $29.95 rate for 12 months plus a new free modem. However, I believe that this was really a retention plan type of deal as I've been an Pacbell DSL subscriber for 3 years now, paying $50/month (ack, I've given $1,800 to pachell just for dsl!).
Anyway, I could have gone to 256k up for $40/month but I don't qualify for the faster speed so I get to stay at 128k upload and pay $30/month. (DSLReports.com estimates I'm 11k ft from the CO so I'm not surprised).
Big caveat though... neither I, nor the retention guy mentioned anything about me currently having a static IP address. So I'm taking a gamble. It seemed to me from what he was saying that all he was going to change was my billing, but we'll see. If I lose my static IP and go dynamic it's not really a big deal to me anyway. I just have a static IP because that was all they had when I first signed up. I'll post again though if they do switch me to dynamic.
