Paypal doesn't care. They are looking only to make a profit by providing a service. Problem is they don't include in their profit model helping people track down trolls. Am I correct in assuming that by paying through paypal you lose your credit card protections.
e.g. Joe Smith buys a $400 pc from trollcreep. Joe Smith uses his credit card to send $400 to trollcreep's paypal account. Troll creep cashes his check from paypal and dissapears, never shipping the pc. Joe Smith finds this out but he's scr3wed cause while trollcreep took Joe's money and ran, Joe can't reverse the credit card charge because paypal technically provided their service.
On the same token Paypal has already sent trollcreep the money, so if the charge was reversed Paypal would be left holding the bag.
What they need is an escrow option (ideally one that doesn't take 10% of the sale). With escrow Joe Smith uses his credit card to send $400 to trollcreep's account, however Paypal holds payment to Trollcreep until trollcreep ships the pc and Joe verifies it's in working order. If Joe is happy, he tells paypal to release the payment. If Joe isn't happy he goes into negotiations wilh trollcreep until they reach an agreement.
