Basic laptop with 64GB?

Which one to get? No particular requirements beyond 64GB RAM, will be used for web, documents and non-GPU intensive games.

Good luck in your quest to find a laptop that isn't otherwise vastly over-spec'd / over-priced for your one requirement.

My main laptop supplier doesn't even stock any 64GB laptops.

The laptop I normally recommend to customers with average needs (Ryzen quad-core, 8GB RAM, 256GB SSD, 15" wide-screen) can be upgraded to 20GB RAM maximum, FYI. It might be worth looking for a laptop that can be upgraded to whatever-is-acceptable figure rather than one sold with that figure already installed.

If you've got a habit of hoarding browser tabs, I'd strongly recommend alternative solutions (e.g. bookmarking). There's also a feature (at least in Chrome and Edge) called 'memory saver' which might be worth your while to look at.

Realistically speaking, he doesn't actually need 64GB RAM but let's pretend that he does.

With how OEMs price out RAM upgrades, you should assume an aftermarket upgrade anyway. Like you said, choose a model that can be upgraded to 64GB rather than overpaying for a bloated-up "workstation" configuration (i.e. too much CPU, storage, GPU).
