Like TheStilt mentioned in another thread. Encoding h.265 at that low of a resolution the possible max threads used on TR would be 10 or so so to the larger coding tree unit.

If scaling the input is involved and the encoding resolution is just 1080p, it is expected to not load 32 threads I think. It seems it is less than 10% slower than "i7-6950X CPU @ 4.50GHz" (82s), which sounds good, given how x265 can exploit AVX2 and the utilisation is not full.

Try running two instances at once, that could be interesting to see. (This is not unrealistic in video encoding, running multiple tasks in parallel works great as long as you have the RAM for it).

Looks really good, but it seems, like The Stilt stated, x265 doesnt use above 10 cores for 1080p encoding. Is that stock or oced?
