(BenQ released its first 16X recordable drive, the DW1600A. At this recording speed, a single layer 4.75GB disc can now be recorded in a little less than six minutes. The drive supports only DVD+R/+RW recording, but according to BenQ, a firmware upgrade will be available in August 2004 to allow it to support DVD-R/-RW recording. In addition, the drive features DVD+R Double Layer recording at a speed of 2.4X, nearly doubling the capacity of recordable discs.)

I thought I read 16X was the fastest a consumer dvd writer could go?

According to BenQ officials, existing DW1600A customers would be able to upgrade to DW1620A with a free firmware upgrade by the time DW1620A hits the market

16x DVD+R media will be shipping in Sept., but BenQ claims that users can still experience 16X and 12X writing speed with 8X DVD+R media in the BenQ DW1600 using something called "Over-Speed burning technology", in the cdrinfo.com review they list 8x media brands that benQ has tested that will write at 12x or 16x speeds.
