Before doing anything else you need to clean the cpu. It needs to look like it was never used. Not for the purpose of RMA, but to ensure that electrical interference isn't causing issue. Capacitance, not conductance, is the issue. At the frequencies these processors run AND the close proximity of the pins on the socket, it is absolutely imperative that this area stay devoid of ANYTHING that could cause an electrical change / interference. Get some electronic parts cleaner (aerosol can) and use liberal amounts flushing everything out. Allow to dry, inspect with a magnifier and repeat as needed. Don't let the run off flow over to the other side where the die and IHS is or you will need to clean that too and that's much harder to do without an ultrasonic cleaner.
If the pins are straight enough to engage all holes in the socket, you should be OK as far as pins go. I have always used a 0.5mm mechanical pencil on those if needed.
