Normally not. I remember there were a few different TI4200 models and I must have installed around 20 of the PNY TI 4200 cards and all were reference that I remember with the purple PCB's like this one

i had a pny 4200 as well and as far as i know it was reference.
i think pny made a 128mb 4200, maybe that was the only difference since most were 64mb.
I have had the pny 8600gts and have the 8600gt right now and they are both reference .
evga actually is the worst about non reference designs on midrange cards. they seem to go to a non reference design after the initial launch to save money.
thats why there are evga 8600gt cards out there with only 1 DVI port and a 2 pin non PWMM fan (i have tried this too, and the fan is loud even at idle because it doesnt change rpm with 2d / 3d mode).
so yeah, if anything if you buy a post launch low range nvidia card it would be "stay away from evga" especially since the low end cards do not have lifetime warranty.
