Best alternative for webcam/video conferencing?

My mother in-law works at her local church but they were recently shut down and she's not tech savvy in the slightest, so she doesn't own a laptop, desktop, or phone capable of streaming video and now they want her to get one so she can do video conferencing. The problem is, everyone already had that idea in my area a long time ago and all the webcams are sold out and back-ordered at least a month. Does anyone know of any alternatives she could use? I suggested giving her my old Galaxy S7 to use for Skype but they said it won't work (not sure why).

If she does not have a computer then buying webcam or alternate is not an option. The the church is using Skype, then S7 will be fine. I was thinking and older cheaper iPad mini would work better, but not sure if they can do Skype.
Fire tables are dirt cheap, but again, depends on what software will be used for conferencing
