Right now the best deal I know of is $85 for a 250 gig seagate 7200.8 after a $50 rebate at tiger direct. Its an IDE drive but its the best you can get for the money. As for speed you want something with NCQ as long as your mobo supports it... which the nForce4 for and latest ULi chipsets do if you have those. Also, all WD SATA drives have a 5 year warranty and ALL seagate drives IDE and SATA have the same length. Warranty is no joke unless you just have so much money you want to flush it down the drain. If so, send some to me.
I would recommend the latest seagate or western digital SATA NCQ drives in the 320 gig versions. Just look for something with a rebate or on sale, no tax, and free or cheap shipping.
If you really want speed you can spend around $2500 on a SCSI system with about 300 gigs.
