50% on each core means you are only using one thread. The thread is just bouncing back and forth between each core. Which means it is not using multiple threads.
2010 is multi threaded, which is why its now using both cores completely. And yes, your Phenom II 965 will be faster than a W3503 by quite a bit.
I would consider the W3680, as its aslo LGA1366. Its going to be leaps and bounds faster than what you have now. It is limited to 24GB of ram, not sure what you are running now. If you need more than that, then you are going to have to look at a higher end (Like an E or X series) Xeon.
To those saying go with an 2500 or 2600 i5/i7, that would require him to buy a new motherboard.
