Best/Fastest Phone I Could Get for $70.

What would be the fastest and most recent thing I could get for that amount that can work on the AT&T network? I'm trying to help out my mom who had a Nokia Lumia 520 but it died. She has a small budget.

It can be Windows Phone as that's what she was using up to now, but she was kinda bummed not all the apps she'd like to use are available so Android preferred. Screen size as long as it's 4" or bigger doesn't matter. Battery life doesn't matter either, nor does whether used/refurb or new. Just the outright fastest thing.

Lumia 640 it's the better phone with most up to date specs for the price and with limited specs WP runs better.

Besides the Moto E doesn't have LTE, front camera, 4gb vs 8gb, etc.

I'll agree with what you said, though Android is nearly as good as WP at running on low end specs, at least since KitKat. It's only multitasking that will eat up the RAM on a 1GB device, and you don't really want to multitask on WP, either (pages refresh in browser, and apps will reload in memory).

But the 640 is a better phone overall and my first recommendation if having the Android apps doesn't matter too much.

moto e second gen has a 4g variant with front facing camera, 410 processor.

The OP has a small budget of $70. Unless the Moto E 2nd gen suddenly is priced around that, it doesn't fit within the budget.

The Lumia 640 still is a better deal even against the Moto E 2nd gen.

I got the Verizon prepaid version at Walmart for 50 and it is factory unlocked, I used it on Cricket. And I would take that E any day over a Windows phone but that is just personal prefernce

You can get the Moto E for about $75 direct from ATT, but definitely the 640 is a better phone for the price.

With Win10 looming and sideloading Android apps, the app argument is even going to be largely nullified.

The only way the E makes any sense over the 640 is if you literally only have enough for the current prices (which if history is any indication, the 640 will be just as cheap as the E will be, possibly even cheaper), absolutely have to have some customized version of Android, or have some just plain insane inability to use the WP GUI. Better display, better camera, bigger battery, equal or better performance. Frankly is there any area with regards to the hardware that the 640 doesn't match or exceed? And apps are about to be a non-issue (seriously go look, people are sideloading Android apps on the Win10 builds now).

I guess maybe if you're just so tied into the Google ecosystem and Google keeps pulling their Shenanigans with Microsoft by forcing their stuff to be garbage on WP (by putting in some sort of detection that could tell if you were sideloading on WP).

or you know you just prefer android. Having said the WP is better spec'd, either would be a great choice and it just comes down to what you prefer. Average user is not going to be sideloading apps though. I personally dont give a crap about apps, I never go to the play store and look at apps, only games. The only apps I use that are not google apps are Cloudmagic for email and Dogcatcher for podcasts
