For DOS I preferred Directory Control (dc.com).In my DOS days (and even early Windows), NC was the only file manager I'd use. Total Commander tries to emulate what it did, but seems lacking. Time to explore the others named here.

The command prompt anywhere function is built into Win7 now. Hold shift then right-click any folder.For Windows, Windows Explorer is pretty good once you get it configured the way you like and install the cmd anywhere powertoy.
