Nid de Guêpes (The Nest)- Fantastic French action movie, homage to Assault on Precinct 13.

Le pacte des loups (Brotherhood of the Wolf)- Also French, a kind of historical action thriller sci-fi movie...kinda hard to describe. Beautiful cinematography.

Triad Election(2007)
A second-tiered triad member vying aggressively for the position of godfather is restrained by the current mob boss who isn't officially eligible for reelection. This leads to a bloody and cutthroat battle of wills between the two men, carried out in a shocking and ultra-violent fashion culminating in an ending that will take your breath away!

SPL/Sha Po Lang/Kill Zone(2006)
In this good cop versue bad gangster action thriller, Dectective Chan (Simon Yam) relentlessly pursues the vidious crime boss Po (Sammo Hung) but eventually gives up in frustration and looks toward retirement. His replacement, Ma (Donnie Yen) is a principled committed cop who is skilled in martial arts and has a reputation for violence. The death of a cop who was planted undercover in Po's gang causes further unbalance between the sides as the cops seek justice for the loss of their brother

Running Out Of Time (1999)
Told by his doctor that he has 2 weeks to live a mysterious man takes on the entire police force. Only a cool police negotiator can see though his agenda and stop him from carrying out his secret mission.

Young And Dangerous/Gu Wat Jai (1996)
A crime film about a group of triad members, detailing their adventures and dangers in a Hong Kong Triad society.

Police Story (1987)
Police Story breaks new ground with its breathtaking fights and incredible stunt sequences. Featuring a top-notch cast, which includes multi-award winning actresses Brigitte Lin & Maggie Cheung, director Chan combines a compelling storyline of an honest cop on the run from a false murder charge with dynamic visuals and full-blooded fight action which is electrified with emotional underscoring. In the case of this particular project the price of excellence was high, with many of Jackie's elite stunt team being seriously injured during the course of principal photography.

A Better Tomorrow (1986)
A reforming ex-gangster tries to reconcile with his estranged policeman brother, but the ties to his former gang are difficult to break.

Seven Samurai (a little slow, long but nice)
Dil Chahta Hai (Indian),
Rumble in the Bronx (jacky chan), pretty much any jacky chan movie

German - Der Untergang (AKA Downfall) - Hitlers last days in his bunker. Absolutely amazing performance by Bruno Ganz

Brazillian - City of God - South American Goodfellas / 'growing up tough' like film set in the favellas of Brazil. Amazing film!

Irish - Hunger - The last days of activist / terrorist Bobby Sands as he starves himself to death during a hunger strike.

Spanish - Pan's Labyrinth - Amazing fairytale for adults by Guillero del Toro.

Japanese - Ran - Of course anything by Kurosawa is utterly amazing!

Lots of good suggestions so far.

I won't second every good one mentioned so far except Oldboy because it is extremely good.

I will add:
The Beast Stalker
Hansel and Gretel (Korean, though an American remake is apparently under way)
Ip Man
Old Partner (Korean documentary, slow moving but very engaging)
Cemetery Man (I haven't seen this in like a decade but I know I used to love it)

Two of the best films I've seen this year have been foreign:

A Prophet (Un Prophète) - http://www.imdb.com/title/tt1235166/ the rise of a young Arab prisoner in a French penitentiary. Seen this twice in the theatre and it was great both times.

Mother (Madeo) - http://www.imdb.com/title/tt1216496/ Korean movie from the guy that did The Host about the Mother of a slightly retarded kid that is accused of a crime and everything she goes through to prove his innocence. Awesome movie.

I have not seen The White Ribbon yet, but I am extremely excited to see it and all signs point to awesomeness! I've also heard good things about The Karamazovs, but unfortunately I missed the one showing here.
