EVGA & MSI. (Since the subjectivity is strong, my rationale is that they have the best warranty with allowing switching coolers / TIM, and generally have solid cards - lightning is usually about the best along with the classified).
Asus makes decent cards but it's a minefield trying to deal with their terrible RMA service (US/Indiana office iirc) so I avoid them.
After that Gigabyte seems ok, XFX (dd 290/x, not the 79xx series) with their lifetime warranty are pretty solid, sapphire takes a bit of flack but their 290 tri-x is solid.
Everything else being close (especially price) I would take EVGA or MSI.
