ive been spraying different chemicals on the bushes and yard with a hose end spray. i didnt do it last year and i couldnt use my backyard around dusk without getting mobbed by bugs for a few months. we'll see how it goes this year.

Find the source, and neutralize it. Spreading chemicals around is a half assed bandaid, that pollutes the environment, and doesn't work that well. Get rid of standing water, and make ure you check your rain gutters for drainage.
