That is incorrect. Once a new platform becomes the standard, the RAM for the previous platform actually increases in price. We saw it with 30-pin SIMMS, etc. For example, comparing DDR2 prices with PC2700 (which at one time was almost free) makes you reconsider increasing your memory over getting a new mobo and proc.
Here's the basic rule of thumb: if you need it today, buy it today. Whatever you buy will suck three years from when your bought it. What's a month or two compared to productivity?
If you're in no hurry, look for great deals on a case and PSU...know what you want, and will want later. Same with the DVD burner...there are tons that can burn at 20x, but you probably will never come close to achieving those speeds, so find a great deal on a quality burner regardless of the so called "top burn speed".
Prices on hard drives, procs and video always drop month-to-month. Last year was probably the first time in a decade that video price drops went stale, but otherwise get what you need, or get as much as you can afford.
