Best TV out Card?

I was wondering if anyone could help me find a good TV out card. I would like the TV to have a different resolution than the monitor, and be able to keep the TV out connection through reboots. I don't know if these features even exsist in a card yet. I read a little about the ATI 9700 Pro tv features at TomsHardware, and because of that I don't think the 9700 would be the best bet. Any one have any suggestions?

Are you looking for component, svideo, or composite? Some of those will limit your card selection fast...

Well anything will do really. I prefer svideo, but it really doesn't matter
