Best way to stream videos to myself

I have some training videos that I would like to stream to myself while traveling. I would prefer this instead of having to download the files to the device as sometimes it may be my tablet, phone or laptop I am viewing the files from. I currently run Plex and love it but with my limited upload of 512k it does not work real well. Upgrading my internet is not an option as this is all that is available where we live. I am needing around 25GB of space with very limited viewing. I have uploaded some file to Amazon cloud and this seems to work with the tablet but the phone and laptop always download the file instead of truly streaming. Any recommendations are greatly appreciated.

I have uploaded some file to Amazon cloud and this seems to work with the tablet but the phone and laptop always download the file instead of truly streaming.

I frequently copy videos from my desktop to my laptop, but I don't always remember to leave enough time to transfer them. I've found that if I use WGet to download the file, the network is fast enough, and I leave enough buffer, I can watch the video with VLC Media Player while it's downloading. The latest VLC doesn't update the file length as it downloads, but unless you need to jump to different parts of your video this shouldn't be a problem.

is there a lower limit for regular accounts?

I had thought there was a 5-minute limit on YouTube videos by regular accounts. Apparently I was wrong: there appears to be no limit if you set up your account right.

I though there was like 100MB upload limit but the post below would negate that.
