Ummm...Google Now? I haven't needed a dedicated weather app since Google Now appeared.
I'm not a fan of how they do the hourly forecast. It pushes you to weather.com which gives you a slider that you have to scroll. Apps like WeatherBug will give you an hourly breakdown in a table where you can see multiple hours together at one time.
Arcus is the best but the interface looks like crap. Really hope Dark Sky comes for Android. forecast.io is unbeatable if you're in the US. It's a bit more unreliable in other parts of the world though.
