edit: just kidding. I'm using webmatrix for a project right now and its pissing me off. It may be my own ineptitude cos it looks pretty powerful, has many of the same features as DW but its free.

I like NVU

It sorta feels like Dreamweaver, but not as powerful. But it is free and works well for a lot of basic stuff.
