Why do people pretend this is ancient history? The drug war is ongoing, climate change is ongoing, US interference in Central America is ongoing. Present US government policy is likely to dramatically worsen the situation by removing what aid we give these people. These are present concerns.
I don't care about Beto's campaign. I care that he's got valid points, which many Americans either have no knowledge or or have decided to forget because it's inconvenient.

That’s fair. I think we’ve made legitimate attempts to fix problems, sometimes muddled by our own foreign policy interests. NGOs unfortunately can only go so far.I was referencing the Trumpian bent of your comment.
Drugs are smuggled into the US because we have a huge market for them and prohibition. The aid we give to Central America almost entirely goes to NGOs not the problematic governments themselves even then the paltry figures we contribute barely make a dent.
We've never actually tried ,to a meaningful degree, to really fix the problems.
