If the girls had started the confrontation, I'd like to think they would've gotten in trouble with the law.
But you can see the guy fake throwing a punch, and you can see the guy shove the girl. I'm not an expert on laws regarding fights, but I'd assume you're pretty much allowed to go at it once someone initiates it, and then the person who started it can be charged.
