BIG question: ON or OFF before plugging/unplugging cables?

you often read in manuals that you should plug in items when the computer is off, even joysticks.
now I've been plugging/unplugging joysticks with computer on for a long time.
the other day I plugged in a PS2 keyboard with the computer actually on.
i moved a computer so that the video lead came out when it was on.
had a card half in a socket too yes I did notice it wasn't quite working...

I know if I turn off or on an external modem or printer with computer on, nothing bad happens - so how would the computer notice if I was to unplug the items when they were off too?

Here's a rule to go by. If you have to open up your computer case to plug the part in, they you had better shut the computer down and turn the power off.

they weren't referring to usb!
seriously though, to avoid frying a port, best to power off first!

Off &amp; unplugged.

Having some anti-static equipment (wriststraps) will help against ESD as well.

Yeah anything inside the power needs to be off. Because unless you plug a card in perfect evenly, you could plug it in and the voltage will short it out!

Besides... most things wont work unless you power down and power up again. Even PS/2 mice need a cycle to be initialized... (keyboards too depending on the mobo)
