That kid could max out doing 250 on squats at best. He's not that big of a guy. :/
Size is doesn't always reflect power. Plus, 250 is damn good, assuming it's a squat (below parallel) and in pounds.

Quarter squats have their place, doing heavier weights with less motion can be really beneficial as well. You're still recruiting large amounts of muscle fibers in order to perform the motion, and in the case of squats you can do a whole lot more weight.

Quarter squats have their place if your physiology is freakish in that you need to work the top of your squat to catch up to the bottom - which basically never happens. If you, say, are a competative powerlifter that works in lifting gear, you might argue that the gear normally helps the bottom of the squat - so a partial squat lets you hit the top harder. However, powerlifters don't train like that...they use chains and bands to increase resistence as you go up.
However, I'm guessing that's not what you meant and that you don't know what you're talking about. Explain to me the impact on the knee of a proper squat vs a quarter squat. Or about which muscles are activated where along the squat.
