Isn't that because new releases typically come out on Tuesday in the United States, but they come out on Thursday in Europe?
Yes. It happens with a lot of games. The problem is that there is no actual reason to have this delay, it's not acceptable to say that it's simply the way it is because that's how it has always been done. If they're going to treat me like a 2nd class customer they better have a good reason for doing so.
Bioshock was among some of the earliest games to get a digital pre-load on steam, which meant that you've paid for the game, you've downloaded the game ready to play, and you're just waiting for the release date to roll by. When the US release date hits they can play the game, but despite having already paid, and already having all the files on your PC the UK/EU cannot play - it's disgusting and I decided to stop supporting this over digital distribution launches.
I believe the mouse acceleration is caused by having the "Mouse precession" option on in Windows. Same problem I had with BO II since it was all hardware driven (which is controlled by windows).
This feature in windows does cause mouse acceleration, but it's not the cause in Bioshock, it had its own internal mouse acceleration which was impossible to turn off and was actually more aggressive than windows acceleration, leading to incredibly inaccurate mouse aiming.
Anyway after some reading, Bioshock Infinite seems like they've corrected a lot of issues, I'm not 100% on mouse acceleration and FOV but if they've fixed these things it'll most likely be a day 1 purchase for me, excluding any horrific reviews.
