Don't you have any bird sanctuaries where you are? If not you could always try to take them in and feed them (grind up worms and use a syringe) and what not. Would be a big hassle, but it's an option.

Well, they made it through the night (good God to they go to the bathroom a lot). It's still fairly warm outside, so I put them back where I found them. When I set one down, he ran off under a different tree. With a little prodding I was able to get the other one to follow him.

I think they have some kind of plumage disease. The tips of one bird's feathers on his wings are bare and both have bare, skeletal looking feathers around their necks.

That's their real feathers coming out. Also second they look like ducks or more likely geese. I assume there is water close by. Ducks/geese nest on the ground.

Yeah, there is a bird sanctuary, but it is closed until spring. There is another wildlife rehabilitation facility about an hour north of me, but they cater to larger animals.

"It's global warming, ducks mated out of season! Al Gore to comment..."
Seriously, I've kept a fledgling alive for several days with a 100w light bulb + kitten infant formula (had leftovers) until I got them to a shelter.

Hmm. I would keep a close eye on them to see if there are parents around. If there are, they're good to go. If not, you may need to rescue them.

I have never heard of a bird nesting so early in the season. I'm sure it happens, but how bizarre. If they were going to the bathroom a lot and you were not feeding them, that's a good sign that they were actually being cared for.
