Question Bit lost on display scaling

I have a 1080p monitor, a 2160p TV, every now and then I display extended to game or do work on my TV.
I have Windows set on the TV to 2160p and the monitor to its maximum 1080p.
For some reason, though everything looks fine, text in many windows screens and even in some game menus appears incredibly small and I can't figure out if I've scaled the TV to match the look/size of a desktop monitor, why these text don't seem to scale up on the TV?

Different resolutions so the TV will make texts smaller due to its higher resolution. You can try lowering the resolution on the tv but that may end up blurrying the graphics.

But when I scale the TV shouldn't that size the fonts in Windows menus properly? It seems to make them very small even when the rest of the desktop is the right scale.

It seems like it's just Windows fonts and some fonts in games that get bizarrely smaller
