Nationalize the police. Ban all guns except hunting weapons based on significant background checks. Once those are in place 80 years from now we will have peace. It will be a long term solution. One our future generations will thank us for doing.

That all takes time.They didn't try to kill him as quickly as possible. This was a multi hour ordeal and they tried negotiating for several hours all while he was continuing to exchange gunfire. Their job was to neutralize an ongoing lethal situation and they did with no further casualties but the terrorist himself.
