Blue screen errror on win98 bootup

Hey
When i go to boot up i get this blue screen of death error which says this
(a fatal exception OE has occurred at FFFF:FFFFFFFF)

sounds like it could be a virtual device driver. first, check your hardware like you hard drive and ram. can you get into safe mode? if so, try setting the diagnostic startup in msconfig to see if you config files are causing the problem. if not, you may need to try installing over the top.
