Blurry text after graphic card upgrade?

I've just upgraded my video card from ATI 7000 series to X1650 Pro AGP.
I use the DVI - VGA since the monitor is VGA only (Dell E171FP).
The text use to be nice and sharp but after the upgrade, the text looks blurrier to me.
They look as if they double.
I adjust Cleartype and it help somewhat but still not as good as old vidcard. (disabling ct does not make much difference)
Is this normal behaviour from dvi only card?
Is there any settings that I can change?
Catalyst does not seem to have sharpness settings.
I did set the monitor to the right res (1280x1024@60).
Oddly enough Catalyst report my max res as 1440x900@75 and my lcd is 17" 4:3
Any suggestion?

I have that problem with low refresh rates. The higher the refresh, the clearer fsr.

Yup, set the refresh higher, or fix the phase/clock stuff on your monitor (may be called coarse/fine). Should fix it right up.

Do an auto adjust on the monitor

Thanks for the suggestions guys.
The auto adjust doesn't not fix it but the phase/clock solves it.

Quick follow up questions :
1. What does the Phase/Clock setting does ? is it kinda like sharpening effect ?
2. I thought the max refresh rate on LCD is 60 ? wouldn't higher rate be detrimental to the LCD ?
