Boot Time...and Laptop Over Clocking

How do i speed up my boot time...i tweaked the system.ini the win.ini and it still take a long time...

I have an inspiron 5000 win98se

Also quick...is there anything you can do to overclock a laptop?

I dont think its possible to overclock a laptop...even if it were, those things get hot enough already...
