Plus, why would you want to pre-load? Sure, you save a few minutes (like what, 10-15?) by not having to install from the DVD. But when you get home with your box, just pop the DVD in and use it to install the game.
Assuming you pre-ordered and pre-loaded the game on Steam, will you be able to play the game at 12:01AM Tuesday or does Steam 'release' the game later on in the day?

I bought the first Borderlands on Steam a few months ago. Didn't like it that much. I wonder if the second one will be much better...
How far into the first one did you play? Did you have the Game of the Year edition? What didn't you like about it?

Correct. Personally I think the physx effects look really good, but are mostly eye candy. Plus I suspect that they are going use a lot of gpu power. That 660's fps was dipping down into the 30's for a bit there. (However I don't what all the settings that they were using either, so have to wait for a proper review).
