Shop4tech's site doesn't have much description on if it is a new retail, but i'm guessing it is "bulk" also.
Bulk/OEM just means it doesn't come with software or a cable. I have a gazjillion cables around I dont care about that, and I have a couple of purchased nero versions around I can use so I dont care about that either.
I'm kinda leaning towards the Nec though, for the firmware as people have mentioned.

Does anyone have any idea if this has good spin-up speeds? My 3500 takes for EVER to spin up and read the disc... Which is really annoying because I use it to read game CD's. Looking for a second drive.

Exactly and Best Read Ability for me.
I have had a few Disc's that no one else could read but the Pioneer was able to recover them.
There was one model that didnt get DVD+R correct but that has been corrected in these newer ones.
I use Verbatims mainly now.
STAY AWAY FROM RITEK. THEY ARE JUNK. Look at the inner ring and you will see bubbles and disc seperation on them. They also changed the dye used about a year ago.
